The new administration building replaced an inadequate and dilapidated structure.

The architect spent many hours observing the functions of the various departments during the ten-day operation of the Fair. Information was welcomed from all personnel in an effort to balance the peak use of the facility with the more limited needs of the General Manager and year-round staff.

The design was inspired by the details of the circa 1900 wood-framed exhibition barns.
